    when small sections = have to be=20 encapsulated in Transport Stream packets (<184 B), is there padding = or=20 not? And if there is, could it be that more = than 2 small=20 sections(<60B)  may be encapsulated in a same MPEG-TS=20 packet?

For finding a potential further payload starting within the same tsc, you would have to consider the section-length of the first new payload. For distinguishing the beginning of a further section from cell-padding you would then have to check the table-id field, if it's 0xff (not allowed as table-id), it is padding (which should be 0xff). -- Dipl.Ing.
